Enhanced Regulation of Industrial Wastewater Based on the Categories and Scales, and the Implementat

Absrtact	The system of water pollution permit in Taiwan began from the early 1990s. The format of the permit document for the various industries has no significant difference, while it is basically general for all categories. In this case, the pollution induced by different industries may not be identified, though they produce pollution in many different ways. The local environmental protection administrations usually have no sufficient man power to conduct the review and inspection of the water pollution permit, and thus the regulation of the pollution from the industries is not easily implemented. In this project, we have collected the relevant system, forms and documents from the United States and Japan. We also referred the system of the air pollution regulations, which concerns more about the difference among various industries. The information was used to modify the current water pollution management and the permit system. To enhance the management of the industries bearing serious pollution, we have focused on the petrochemical industries, chemical industries, and the optoelectrics manufactures. We have inspected 35 factories to realize their current status, the situation that how they are complied with the requirement of the permit, as well as their best management practice, wastewater treatment, and the pollution characteristics. Based on the information, we have drafted three guidelines for the three categories, for the reference of the local authorities to review the permit. In this project we have cooperated with the Water Pollution Control Division to draft the enhanced management practices, including the more stringent regulation, the reporting of the key factors of wastewater treatment units, the more specific monitoring and reporting project (MRP), the best management practices (BMPs), and the announcement of relevant laws. The benefit and impacts of these new procedures have been surveyed for the decision-making of the authorities. We also held two consulting forum for the experts, to collect more comments of this enhancement management system.
